If you're doing a good ab workout routine anyway, then the lower area will be developed with muscle but probably cloaked with fat - hence you don't see the definition.
Step up your cardio workout to trim off the fat and the definition will presumably come out.
If it doesn't then your ab workout is flawed and not working the whole zone. Have a look at http://www.8packabs.org/ for more info

If u are already doing the exercises for the lower abs then u need to do some serious cardio to get the fat offa the lower abs.

I have a hard time keepin mine off from down there also. It seems that area of the body is more prone to collecting fat than other regions.

So get on the bike and ride, or start runnin, or swimmin....do it a lot. And u should see the lower abs begin to show.

The best way to develop the lower part is to do cardio (speacially jogging because it concentrates on that part), reduce your fat intake, and do lower ab exercices (bicycle, leg raises, raising legs + upper body at the same time, etc...). Use the wheel and the medicine ball if you can it's great for building up all abs equally. Good look.
